Susan Young's film is a free flowing description of the NottingHill Carnival, and is an extension of Thin Blue Lines (which was a description of the Toxteth riots.)

Both depict anarchic public spectacle, and use the open ended episodic form to display fluid and ambiguous figure drawing. Carnival uses direct animation with thick chinese brushes and ink, and directly animated pastel to create figures and crowds that hover between calligraphy and representation. At one point in the film the vibrant colors flood away to leave black, linear figures dancing. The limbs and faces start to decompose into their constituent marks. The figuration is held on the very edge of disintegration, yet the figures still dance.
